New Website and a few questions

On another note I have a question to the public. Is reciprical linking realy effective? I use a link exchange for Strangepages but when I had someone test the site ( see if all the links work on their end) They said that all it does is gives a pop under that slows down the index page. Is it worth trying to bring in traffic?

Please feel free to leave me your thoughts on this. What would be the best link exchanges out there to use?
